I had an English Bulldog some years ago. You might want to take him to training. This will get him more socialized with other people and dogs. Take him on walks in parks or where other people are.

Take him to the dog park and get him socialized. Take him there and let him trot around. Being around other people and dogs will help him to not be so skiddish.
You should get started asap because if he starts snapping at your roommates, it is going to turn into a situation where you have to choose between your dog and your place to live.

You could get your housemates to talk softly to him, let the dog go to them not the other way around, tell them to try and play with him more, go down to his level and give him small titbits to gain his trust.

These might help

If he is aggressive then i would recommend neutering but it doesnt always cure the problem

You need to get him into a good socialization class. You also need to have him neutered - he's comining into the time when sexual aggression will begin to peak and your problems will only get worse.

The dog will need your roomates to invest time in playing with the dog and offering the dog treats. If every time your dog meets someone, he gets a treat, he will associate all humans with a good experience. Your roommates should spend time playing with the dog and petting him in order to gain his trust.
