When we had my dog fixed, as a puppy, most of her hair grew back on her tummy area, but she had a small line, around the incision area that never grew back for the rest of her life.
If you are truly worried, than maybe a call to the vet’s office would help ease your mind.

When people have surgery, the cells around the wound go into shock, the hair may return once the body has finished using all the resources to heal. But the cells of a scary never allow the follicle to reproduce hair once it’s damaged

Since you said your bulldog is as healthy as can be, I wouldn’t be overly concerned. His hair may grow back in time, and it may not. I know he might get some funny looks, but hey, at least he’s healthy and alive.
I had an pit bull mix that I rescued from our local animal shelter. The vet had to open him up, and remove a piece of wood he had eaten…silly dog. Anyway, he had a small scare on his side. All his hair never did grow back. The vet said everything was ok, because he seemed to be healthy. I’ve even heard that some dogs even loose some of their hair with old age.

Give him some Zinc. After my bulldog had puppies her coat was very thin and patchy. The breeder suggested giving a zinc tablet in with her food, or wrap it in some cheese. Her coat was back, full and shiny, in a matter of weeks.

Dog Food Secrets!
One of my dogs had cut his leg and the hair really took a very long time to grow back where they shaved arround the cut. Also, he had to have an iv, again, a shave spot that took 2 months or so for the hair to grow back.
I think it just takes time, and since your dog is older, it may not really grow back, or take even longer than a younger dog.

Try Velcote, one tablespoon per day ( or as suggested based on ur dog weight ) mix with his meal. My dog had very sensitive skin and thinning hair, but now it’s growing back and shinier.
