How old do puppies have to be before you can start holding them?

Just one week ago, my dog had puppies. I was wondering how old newborn pups have to be before you can start holding them. I have been very careful about handling these newborn puppies ever since they were born.
Also, my mom has this firm belief that newborn puppies will get suck from being handled too much. Is that true?
